Your local breed or Kennel club can refer to breeders in your area.

We recommend that you contact breeders, before they've puppies and find the breeder, you want a dog from. Then wait for your puppy to be born. 
It takes an ice cold heart to visit a breeder with puppies and then go home without buying one, because you didn't like, what you saw and experienced (but it's the right thing to do).

For countries, where it's legal to sell puppies in pet shops. Don't ever buy a puppy there. You've very little chance of getting a good dog and you encourage a business, which has no love for the animals.
